EBRD has developed a project together with the JSC KREC and the Akimat of Kyzylorda Oblast to modernise electricity distribution networks in the City of Kyzylorda and the Oblast of Kyzylorda in the Republic of Kazakhstan.
Mercados – Aries International provides organisational and technical assistance to Electricity Distribution Company of the City of Kyzylorda (KREC) to ensure the successful completion of the EBRD Project in accordance with the Project Implementation Plan (“PIP”) and with all Banks’ requirements stipulated in the Loan Agreement.
The Project consists of the following components:
- Rehabilitation of low and medium voltage network, including lines and substations, which were originally constructed about forty years ago. Consequently it is a high priority to improve the quality and reliability of electricity supply to the end consumers.
- Supply and Installation of an automated system for protection of distribution network and substations.
- Installation of new network meters and SCADA as well as a number of new consumers “smart meters” and related hardware and software systems. International experience shows that Rehabilitating distribution networks and improving metering arrangements is one of the fastest and most cost-effective methods of reducing losses and improving collection rates. These measures in turn stimulate energy efficiency.
Further improvement in bill collection (presently at around 80 per cent) will also be permitted due to firm implementation of payment discipline and remote disconnection features.
