The National Assembly in Seychelles has recently approved a new Electricity Bill (whose first draft was elaborated with the help of Mercados-Aries International) which, amongst others, will create the conditions to regulate electricity production in the country. The new Law replaces the existing Energy Act and PUC Act (Public Utilities Corporation Act). The legislation will provide guidance on how the electricity sector will be run and makes provisions for other sectors along with PUC to produce electricity.
The new legislation seeks to modernize and provide guidance on how the electricity sector will be managed in an equitable and transparent manner. The Law makes provisions for other companies to enter in the market and engage in energy production, supporting Seychelles’ energy strategy.
Under this new Law, all participants in the electricity sector will have to be issued a license to manage any activities related to the generation, transmission, distribution, and sale of electricity. Licensed participants will have to comply with the conditions and regulations of the law, otherwise, they will have committed an offense under the new law.
The law supports Seychelles’ efforts to achieve its renewable energy targets of reaching 25% by 2030.
