Workshop in Seychelles to discuss new legal and regulatory framework

On 6th May 2022 Seychelles Energy Commission organized a stakeholder meeting in Victoria to receive feedback from relevant players on the proposed two critical Bills for the future development of the power sector and related secondary legislation.

Our experts, Leonardo Lupano and Aitziber Miguel Oyarbide, facilitated the discussions to identify the key concerns and recommendations of the different stakeholders.

Seychelles Energy Commission has been working the last year on amending the Electricity Act, developing a new Bill to create a multisector regulatory agency, and four pieces of regulation that were identified as the most critical given the challenges the sector faces nowadays. Such secondary legislation includes an amendment of the existing Licensing regulation, a new comprehensive tariffs methodology, the framework for the development of Independent Power Producers, and a completely new framework to regulate the challenges of the Distributed Renewable Energy.

Mercados Aries International has been helping the Commission in identifying the regulatory gaps both at legal and regulators levels and developed the key inputs for such new legislation and regulations in the last 18 months. Once such a regulatory package is approved, it will be the basis to decarbonize the energy sector and allow for the introduction of more renewable energy in the country. The project is funded by The World Bank.
